The FDR administration was warned in 1939 that high-level government official Alger Hiss might be a Soviet spy. State Department memos, declassified decades later; show that by 1946 most of the security staff believed Hiss was an undercover Communist agent. Hiss used his authority to obtain top-secret reports outside his area of responsibility.
